
541 West 21st Street is an early 20th-century industrial building in Chelsea, being converted to modern office space. Downtown Engineers took over as Engineer of Record mid-construction, inheriting the MEP/FP scope and carrying it through to completion, working with Mancini Duffy. Converting a hundred-year-old building sits below the design flood elevation and packs a full modern systems program onto a structure never designed for it, which made coordination the core of the job.
Taking over a project mid-construction means accounting for what was already installed. As the incoming Engineer of Record, we had to go back through every device, zone, and circuit to confirm that what was in the building matched what was designed and what FDNY expected to see, before the building could reach its Certificate of Occupancy. The building's change of occupancy triggered a full fire and life safety upgrade: smoke, heat, and CO detection, sprinkler alarm, smoke purge, stair pressurization, and voice communication, all coordinated through FDNY. The site sits below the design flood elevation, which shaped the electrical and standby-power design. Con Edison delivers service into a cellar that floods, while code requires the electrical equipment to sit above the flood line on the second floor. The rooftop carried its own problem: cooling towers, a 10-foot emergency generator, a 22,300-gallon fire reserve tank, exhaust clearances, and drainage, all competing for space on a roof that was never built to hold them.

To bring power in, we ran the service from Con Edison's cellar entry up to the second-floor electrical room through concrete-encased conduits, crossing the flood-prone area and climbing two stories to reach compliant equipment locations. We navigated the full Con Edison coordination process from the start, since where the service enters, what path the conduit takes, and what the utility will accept all affect scope and cost. Resolving those during design instead of construction is what kept change orders from stacking up.
Standby power added its own problem. The rooftop generator is fed by fuel stored and pumped from below grade, inside the flood zone, so we designed the fuel pumping room with a floodproof enclosure and door, letting the room that keeps the generator running survive the flood conditions it is meant to operate through. The fuel line runs from that room up to the rooftop generator, a vertical distance that drove its own decisions on fuel pressure, pipe sizing, and pump capacity. Fire and life safety came through a full FDNY scope, which we verified, documented, and coordinated end to end: the Notifier fire alarm panel with digital voice command and firefighter telephone, sprinkler riser with control valves and supervisory switches, floor-by-floor annunciator panels, dedicated disconnects, and battery backup.
